CEO and Registrar's Report and Updates

Primary Council Oversight Role and Strategic Oversight

The CRNA's CEO and Registrar, Joy Peacock presented on legislative bills impacting health regulation and detailed the impacts to regulatory functions at the CRNA. She also highlighted progress on an organizational initiative, the registrant management system, and how it will positively affect internal processes.

Leadership Review and Governance Committee

Council approved the dissolution of the Registration Review Committee and amendments and updates to the following:

  • Bylaw 2: Governance
  • Bylaw 3: Committees
  • Regulatory Committee Charters in GP 10, 11, 12, 13, 14 and 15
  • Appointing current Hearing Tribunal and Complaint Review Committee members to the new Complaint Review Committee and Hearing Tribunal Membership List.

These changes modernize regulatory committees, enhance regulatory effectiveness, eliminate unnecessary processes and align committee structures with statutory requirements. In addition, the changes decrease recruitment needs for regulatory committees going forward. 

Council approved amendments to the Investment Limitations (Appendix 2) of the Governance Policy 19, Finance and Audit Committee (FAC) Charter to enable changes to the CRNA's investment limitations. Following Council's approval, management will revise its Investment Policy Statement to reflect the new investment target allocation mix and ranges around the target allocation. 

Council decided to postpone the decision to delegate its authority under section 53.1 of the Health Professions Act to the CEO and Registrar to appoint inspectors for the purposes of Part 3.1 inspections to the March 2026 Council meeting.

Council approved a revised compensation model for members of Council, effective April 1, 2026. This updated model encourages equity and compensates Council members fairly. 

Council approved the Recognition Guideline and amendments to Governance Policy 6, Council Member's Charter, which reinforce a culture of appreciation and excellence in governance and support transparency. 

Nominating Committee

Council approved the appointment of the Competence Committee Chair.

Council approved the Council Chair Selection Procedure and the Council Chair Competencies and Attributes Profile.

Finance and Audit Committee

Council accepted the CRNA FY2025 Compliance Report. The report features updates to compliance item descriptions and action plans to be up to date with legislation, standards and policies.

Council approved the CRNA FY2025 Audited Financial Statements for the year ended Sept. 30, 2025.

Council approved the CRNA Audited Pension Fund Financial Statements for the pension year ended June 30, 2025. 

Equity, Diversity, Inclusion and Accessibility Update

Equity, Diversity, Inclusion and Accessibility (EDIA)

Management provided an update regarding the CRNA's EDIA approach and actions and changes required to comply with Bill 13, Regulated Professions Neutrality Act.

Council Balanced Scorecard Q4 Update

Management presented the latest Council Balanced Scorecard with available data, effective Q4 FY2025. The measures included are reporting as expected, with most of them meeting targets and being compliant.

Nurse Practitioner Initiatives Update

Neonatal Nurse Practitioner Exam

Management reported back to Council with recommendations following endorsement by Council at the September 2025 Council meeting. Council approved the National Certification Corporation Neonatal Nurse Practitioner (NCC NNP) certification exam as the applicable registration exam for graduates of approved neonatal nurse practitioner programs seeking registration with the CRNA.
